At present, renewable energy projects in Wales generate a total of 3.6GW of renewable electricity capacity in Wales (11% - 401 MW - of which is located in Neath Port Talbot), with ground mounted solar providing under 1GW of that total. This solar generation capacity is contributing to the overall UK Government target of 70GW of solar by 2050, needed to meet legally binding net zero targets. Additional solar generation capacity is therefore urgently required to help tackle climate change.
Qualitas Energy is consulting on plans for a new solar farm, located to the east of the M4 motorway in Neath Port Talbot.
Welsh Government and UK Government have legally binding commitments to achieve Net Zero. In Wales, there is also a government ambition to ensure renewable sources supply all the national energy needs by 2035.
The proposals are expected to create up to c.40MW of renewable electricity – enough to power over 10,000 homes, which is more than half of the homes in Port Talbot.
The solar farm would generate the electricity we all rely on in a way that is clean, renewable and sustainable, supporting Wales’ transition to a low-carbon, energy secure future. It would also align with Neath Port Talbot’s ambition to be a regional leader in renewable energy, helping to deliver its Decarbonisation and Renewable Energy (DARE) Strategy and achieve a net zero carbon target by 2030.
Who is Qualitas Energy?
Qualitas Energy has been leading the drive in renewable energy, energy transition, and sustainable infrastructure development in Europe for over 18 years. This is Qualitas Energy’s second project in Wales, with another proposed solar scheme in Carmarthenshire called Heolddu Solar Farm.
Committed to being a force for good, Qualitas Energy will be engaging closely with the local community over the coming months as the plans progress. This includes seeking a deeper understanding of local needs and priorities to shape a meaningful legacy for the project through the delivery of a community benefit fund.

Why solar?
Solar panels rely on the sun’s light and produce power throughout the year. Only a small proportion (0.3%) of UK land is required to meet UK Government net zero targets.
Solar panels do not prevent farm activity completely, as animals including sheep can graze on land also occupied by solar panels – providing an additional benefit for farmers.
Solar farms can be used to help to support a range of plants and wildlife. Research has identified that solar farms can play a key role in supporting pollinators such as bees by providing opportunities to create different habitats.
Solar development helps farmers by providing another stable source of income, helping to secure the viability of farms. Similarly, giving land a break from farming during the lifetime of a solar development improves local soil quality.

We are currently holding an initial, non-statutory public consultation, which runs until 24 October 2025.

Following this, we will review all feedback received.
In Spring 2026, we will hold a 28-day statutory Pre-Application Consultation, where draft application documents will be uploaded to this website for review.
Following this, a planning application will be submitted to Neath Port Talbot Council for its consideration.
